When it comes to cosmetics, the Recessionista is like a kid in a candy store. Still, she never buys department store cosmetics unless they're on gift. Just call around and ask if the brand you like is "on gift" -- the stores will be happy to answer, and provide upcoming promotional periods.
M*A*C cosmetics are fabulous, and while they never go on gift they do have an ongoing recycling program: bring in 6 old/empty M*A*C cosmetics (lipsticks, powder compacts, mascara tubes, whatever) and they'll give you a lipstick of your choice gratis. Don't need lipstick? Heck, ask what their most popular color is and then sell it on eBay!
eBay is also a resource if you see a department store gift you want (aka "GWP" or "Gift With Purchase") but you don't need any regular cosmetics.
Finally, Recessionista saw on Sunday that Kroger was discounting all their drugstore cosmetics by 25%. A good opportunity to sample something new.
